Summary/Abstract: Problems in the field of hazardous waste management are part of the problems in the field of environment in the Republic of Serbia (RS) and the situation in this field is burdened by various factors. The main ones could be considered the inherited problems of industrial development, transition of the economy, weak capacity of competent authorities and other subjects of the system, as well as a relatively low level of awareness of the importance of problems in the area of the environment. Although defined as a strategic priority in the RS policy in the area of the environment, the construction of hazardous waste treatment facilities has been faced with several problems for a long time, including the problem of obtaining consent from local self-government bodies. The analysis of experiences from previous attempts to obtain the consent of local self-government, the overall situation in the field of waste management in the RS, the normative frameworks of hazardous waste management at the international and national level, the compliance of national regulations with EU regulations, the program commitments of political parties, as well as the situation in the region in the field of hazardous waste treatment, indicate the need to redefine the existing approach to the problem. It is estimated that the announcement of a competition for the selection of the location, the introduction of clear incentive instruments, the dissemination of knowledge about the advantages of the construction of the plant in the context of the objectives in the area of the environment and the European integration of the RS would contribute to removing the distrust of the general public, minimizing the fear of possible negative impacts of the plant and reducing the possibility of abusing this issue for political purposes. It is proposed, among other things, to open a wider discussion on the advantages and disadvantages of building a facility for the treatment of hazardous waste for the local self-government and the region where the facility is planned to be built, as well as the implementation of an education program for interested subjects, including representatives of political parties and decision makers.
