Summary/Abstract: Within the field of justice and internal affairs, the authors analyzed the previous reports of the European Commission in order to determine those problems that are repeated and that should be solved in the shortest period of time. The members also pointed to systemic problems in this area concerning the institutional framework, decision-making methods, strategic planning, insufficiently professional state administration and the application of adopted regulations. The paper also provides recommendations that should enable the elimination of these shortcomings and help speed up negotiations in this area.
