International agreements in the field of environment in the function of European integration and the region of South-Eastern Europe

Summary/Abstract: The region of Southeast Europe (SE), i.e. the Western Balkans (WB), is characterized, among other things, by specific transitional circumstances, formally proclaimed goals related to EU membership, and a low level of mutual cooperation in the field of the environment. The absence of clear and formally established frameworks for mutual cooperation could be overcome by concluding a regional agreement on cooperation, as well as by institutionalizing cooperation through the creation of joint bodies. The possible interests of the Republic of Serbia to take measures to improve mutual cooperation between the countries of the region and to launch an initiative to conclude a cooperation agreement are being discussed. Attention is drawn to possible objections to such an initiative. Possible elements of the Convention on cooperation between SEE/WB countries in the field of environment and sustainable development are also being considered. The paper starts from the position that the improvement of the implementation of international agreements in the field of environment is a direct function of the European integration of countries and regions, that is, that the formalization of cooperation between the countries of the SEE/ZB region by concluding a special international agreement on cooperation in the field of environment and sustainable development would contribute to the acceleration of the process of European integration of the countries of the region.
