Summary/Abstract: This study was created as part of a wider research conducted within the project "Partnership to good public administration". The project is focused on the most widespread public services, i.e. services that citizens encounter most often, within three areas: issuance of personal documents by the administrative service of the police, health center services in the field of primary health care, as well as services for enrolling children in preschool institutions and primary schools in the field of education. The goal of this study is to, by investigating the process of creating public policies in three selected areas, analyze the quality of that process from the point of view of the most important requirements of good administration, in accordance with the Principles of Public Administration (SIGMA/OECD). Analyzing to what extent the process of creating public policies is analytically transparent and how much it ensures public participation, the research tries to offer methodologically based evidence on the quality of creating public policies that regulate the provision of services in three selected areas. The results of this study provide a basis for further research into the relationship between the process of creating public policies and citizens' satisfaction with services, which is insufficiently researched in Serbia. Specific recommendations for improving the process of creating public policies in the given ministries, formulated on the basis of the results and conclusions of this study, will be published in the Gray Book of Public Services in Serbia.
