Summary/Abstract: The European Union has been actively dealing with the issue of employment for the last few decades, and especially intensified its efforts after the world economic crisis in 2008 through the coordination of various policies, programs and supporting funds. The financial consequences of the crisis have led many EU local governments to a serious budget crisis. The structure and manner of decision-making in the EU have a great influence on these processes due to the fact that they are policies that are largely within the competence of the member states. However, it turned out that the labor market and employment policies need a strong local dimension even in the time of the global market. The subject of this analysis is the scope and obstacles of local employment in the European Union in order to understand the complexities of the localization of employment policies in the process of our country's negotiations towards EU membership, but also to see the opportunities and possibilities for local governments in the Republic of Serbia.
