Summary/Abstract: The European Union (EU) budget for the Common Agricultural Policy (CAP) for the period 2014–2020 amounts to EUR 382.8 billion. Of this amount, EUR 252.7 billion is reserved for the area of direct payments. Agriculture and rural development is Chapter 11 of the negotiations with the EU, within the framework of which the readiness of the candidate countries for integration into the CAP will be considered. The negotiation process of the Republic of Serbia with the European Union raises a number of issues on which the success and results of this process depend, which will only be visible after EU membership. The goal in the framework of Chapter 11 is the largest possible financial crisis for Serbia. The preamble includes: reforms of the Serbian agrarian policy and the choice of the most popular model of direct payments.
