Summary/Abstract: The publication "Cross-border cooperation", published by the European Movement in Serbia, with the support of the Fridrih Ebert Foundation, represents the first comprehensive presentation of the field of cross-border cooperation in the Serbian language. In this paper, the authors have addressed all important legal and financial, subnational, national and supranational aspects of the establishment, maintenance and development of cross-border cooperation in Europe. First of all, the publication presents a historical overview of the development of cross-border cooperation on the Old Continent, with a more detailed review of important documents in this area, above all the Madrid Convention, by which more than thirty years ago the Council of Europe provided the first legal framework for the establishment and implementation of cross-border cooperation initiatives at the international level, and which Serbia, although a member of this international organization, still has not signed and ratified, which greatly hinders the strengthening of this area in the Western Balkans and affects the potential of cross-border cooperation and the possibility of improving the living conditions of the population in border areas remain underutilized.
