Summary/Abstract: Interest in investments in Serbia has recently increased, but is still insufficient, mainly because the legal framework is not harmonized with EU standards. The capacity of certain institutions important for investments is weak, the judiciary has not been reformed according to EU standards and many local governments cannot respond to the demands of investors. Instead of catching up, following world trends and creating institutional assumptions for attracting seed capital, Serbia remained on the model from socialism where the state is the main lever for allocating investment capital. It is necessary to improve human capital, develop local and regional infrastructure and arrange the capital market, as well as encourage domestic businessmen to a new investment cycle.
