Summary/Abstract: The obligation of EU member states, as well as candidates for membership, such as Serbia, is to fight against corruption that threatens institutions and the rule of law in the country. What is more important to citizens is that corrupt actions affect their lives every day. Their view is that the level of corruption in Serbia is still very high. The institutions are not stable and the EU standards adopted so far are not applied properly. Through the active monitoring that the European Union carries out also over the Republic of Serbia, year after year, little by little, the situation regarding the fight against corruption is improving. However, for a longer period of time, it is desirable to create a social consensus and morality of the nation, that is, the citizens of Serbia, who will become aware of the evil and damage that corruption as a distorted image of consciousness and the rule of greed brings to society. In this area, the European Union should therefore not be perceived as a "golden apple" or a "holy sword", but as a creation that, through insistence on the fight against corruption, eventually creates a new mentality of the nation, that is, social morality in Serbia.
