Summary/Abstract: The reflections expressed in this volume on the problem of democracy are published for the first time in French; they were translated from the Czech edition of the lectures I gave from February to May 1939 at the University of Chicago. Some speeches given on various occasions at American universities before the war have been added. I have completed the English text which is the basis of the Czech text and I have expanded certain passages; I have shortened others, in consideration of the war. The situation, still unclear before the outbreak of war, imposed on me, on delicate questions, an understandable reserve on the part of a political exile. I realize that my book would have benefited from a reworking of this study and from the systematic description of the political organization which existed before the Second World War. My daily tasks and struggles, dedicated to reviving the independent Czechoslovak state, unfortunately prevented me from completing this work, even for the German edition. ( E.
