Summary/Abstract: LGBTIQ+ people in Montenegro, as one of the most marginalized groups, are often the targets of hate speech, violence and discrimination. The online space has further expanded such harmful behavior, providing new dimensions for people to write and share any content, and what follows is the "courage" of individuals to discriminate and attack people or groups of people who are different, especially in terms of sexual orientation and gender identity. The expansion of social networks and online platforms has also brought an increase in hate speech, violence and cyberbullying, giving a wind at the back of bullies, but at the same time enabling the preservation of evidence of these wrongdoings for prosecution by the competent authorities. The analysis of access to justice for LGBTIQ+ persons, published by the Montenegrin LGBTIQ association Queer Montenegro, notes that out of 142 reports sent to the Police Directorate on the basis of discrimination against LGBTIQ+ persons, in the period from 2019 to 2022, 139 (97.89%) related to offensive comments against LGBTIQ+ persons on social networks.
