Summary/Abstract: The Law on Social Protection, which was adopted by the National Assembly of the Republic of Serbia on March 31, 2011, represents the backbone of the reform of the social protection system, which has lasted for more than a decade. Success and justice in reducing poverty and fighting against social exclusion of the most vulnerable groups in Serbia largely depend on the implementation of this Law, its compliance with other laws and the appropriate allocation of necessary funds at the state and local level. After a year of conditional application of this Law, because full implementation is not possible without the adoption of all by-laws, the conclusion is that there are no noticeable improvements in the social protection system in Serbia. Aware of the fact that it is not even possible to expect real results in such a short period of time, because such interventions in society are always long-term, comprehensive and consistent, already in the initial phase we noticed shortcomings on the basis of which we can formulate recommendations for the next period. The beginning of the implementation of the Law clearly showed the weaknesses faced by institutions and authorities at the local and national level: the absence of intersectoral cooperation, undeveloped principles of good governance, weak capacities of civil servants to assume new roles and responsibilities, and more. The adoption of all by-laws and the level of commitment of all relevant institutions to solving these problems in the coming period will show the real scope of the Law and other measures taken in this area.
