Summary/Abstract: This publication was created within the project From Policy to Practice of “Brain Gain” aimed at encouraging the development of an institutional framework for attracting highly educated individuals back to the Western Balkans by sharing best practices and lessons learned. A central focus is the complex, lengthy, and expensive procedure for recognizing foreign academic qualifications in Serbia, which hinders the return and employment of experts educated abroad and limits their contribution to socio-economic development. By comparing Serbia’s approach with Croatia’s more efficient and transparent system, the publication offers practical recommendations for improving Serbia’s recognition process based on successful regional models.
