The main purpose of this Report is to assess the development of Russia's human potential in the socio-economic conditions of 2013, when after the severe crisis of 2008-2009, even with persistently high oil prices, the country experienced a significant slowdown in economic growth and a phenomenon of "losing" human capital. resource rent, which was focused not on the accumulation and modernization of the economy and society, but on consumption. // The development of the social sphere, the factors of interaction between social inequality and civil society is significant for a country that has not yet fully completed the transformation after the period of the planned economy. Therefore, the Report analyzes factors that affect people, such as income, employment and education, health care and demographic trends. Much attention is paid to the main characteristics and driving factors of economic growth, as well as a number of the main macroeconomic aspects of development - inflation and unemployment. A separate place in the Report is occupied by extremely important factors for Russia — ecology and climate protection.
