Summary/Abstract: The issue discussed in this article is the vision of a civil servant in connection with the idea of public management, the concept of communicating with good and ethical pro- blems that a public administration employee has to deal with, because only a competent and reliable audience is legally competent to perform tasks assigned to one person and of the other party's society, and to resolve disputes accordingly.
