Summary/Abstract: On June 1st President Voronin called for the signature of a Stability and Security Pact for Moldova. According to this Pact, the guarantors of Moldova’s stability and security are to be the EU, the US, Russia, Romania and Ukraine and is based on five principles. Such an unprecedented initiative from the Moldovan president was not entirely anticipated. Several months later, President Voronin’s proposal has been analysed by Moldovan and other political analysts and the Draft Pact has been circulating in the various chancelleries and beyond. Cautious official reactions have ensued, but no commitments have thus far been made nor has the proposal been openly rejected. While, this ambiguity persists a little longer, I propose to examine Voronin’s proposal by going over the main points and by looking at the timing and the manner in which this proposal was launched. The implications this plan holds for Moldovans, their (future) state and the international community also need to be examined. The lapse of time since the proposal’s launch provides an ideal opportunity to analyse several official and less official reactions to this pact. Ultimately, an evaluation of the Stability and Security Pact for Moldova (SSPM) needs to be made so as to put forward several suggestions for the modification of the Pact.
