Summary/Abstract: At the state level, public order and safety are key elements, which include law enforcement and enforcement activities, the provision of public services and the maintenance of public order. From this perspective, public safety involves both the relationship with the citizen and the relationship with the civil servant, who, in essence, is the one who carries out the actual activities and who applies the legal provisions.
