Summary/Abstract: The Second Constitutional Regime in the Ottoman Empire, born after the Young Turk Coup in July 1908, created relatively liberal conditions for political life and emergence of the first modern party organizations of the time. The shortlived new Bulgarian parties and their unsatisfactory results in the parliamentary elections provoked a sharp debate even among the contemporaries and participants in the events on the issue of the political maturity of the Bulgarians and the adequacy of their reaction to the changed situation in the Empire. The article examines these problems in the context of the two main lines – ethno-nationalism and internationalism, which marked the programs and social activity of revolutionaries, ideologues and party functionaries representing the Bulgarian political leadership. They left a specific trace in the Ottoman reality during this period including by ideas and practices imported from the political life of the Bulgarian state.
