Summary/Abstract: States are called upon to strengthen the protection of personal data in the context of digital surveillance by intelligence services. Countries need to agree internationally on the authorized scope of digital surveillance by intelligence services, the conditions under which it is conducted and its safeguards, including effective and independent control.
