Summary/Abstract: Education, like health care, national defense or social security, belongs in the public sector. It is an important structural element for each state. Without education a state would not be able to function properly. The primary task of the public sector is widely understood as public service, which consists in providing society with public goods. Education is also a cornerstone of socioeconomic development based on knowledge. Unfortunately, our country has a relatively low level of human capital. The progressive intellectual deterioration of children and adolescents is a result of the educational system in Poland being permanently in a process of reform in a manner detrimental to all standards. The changes are introduced without their having been tested in terms of their relevance, desirability or efficiency and without allowing adequate time for their implementation. Without significant changes in this area the further development of Poland appears impossible.
