Summary/Abstract: The uncertain nature of threats that we face in our days, makes it extremely difficult to be identified, which leads to the impossibility of implementation concrete military and political measures by the legal authorities.In this context it is mandatory the state actors, through their specialized institutions, to identify the most effective ways to respond to the actual security environment challenges.
