Summary/Abstract: The events marking the end of the last century have caused global profound changes in all areas of social life, especially in the international security environment nowadays characterized by friction, volatility, uncertainty, complexity, ambiguity and dynamic changes in the political, economic and military situation. The nature and dynamics of events with international impact (terrorist acts included) currently cause the transformation of architecture and strategies at the regional and global security environment, with direct implications for national protection systems. At national level, the prevention and combating terrorism is organized and conducted in a unitary manner, the international conventions on terrorism, that Romania is a party to, and with the international and national regulations and laws on human rights. The cooperation in this line of work is accomplished within the National System Preventing and Combating Terrorism, with the participation of the designated public authorities and institutions. The Romanian Ministry of National Defense, as part of the above-mentioned system, carries out specific activities – individually or in cooperation – in this field of activity, in accordance with its legal assignments and competencies, involving strategic, operational and tactical tasks largely performed by the Defense Intelligence General Directorate capabilities.
