Summary/Abstract: Until 2014, the second chamber of the parliament of the Russian Federation – the Federation Council – was in accordance with art. 95 of the Constitution of the Russian Federation shaped exclusively as a representation of the subjects of the Federation, on the basis of delegation by these entities, two representatives each. Since 2014, this chamber also includes representatives of the Russian Federation appointed by the President of the Russian Federation, whose number may not exceed a tenth of the representatives appointed by the entities of the federation. The subject of this article is the analysis of changes in the scope of shaping the composition of the Russian Federation Council, with particular emphasis on the amendment to the constitution carried out in 2014, in order to demonstrate the opposite idea of the federal state, the centralization tendency. For this purpose, changes in the Constitution of the Russian Federation and at the level of federal legislation were analyzed. The study also included political practice. This allowed to formulate the conclusion that changes in the way this chamber was shaped have led to an absolute remodeling of its political character, which reflects the process of centralizing the state and weakening the position of federal entities.
