Summary/Abstract: The demilitarized structures’ planning activity is not different from entity to entity. The demilitarized process forced managerial system (which replaced military type leadership) to adapt and face civilian life realities. For more than a decade, this approach resulted in moving away from military planning strict demands. The explanation is somehow simple and it is related to the need of decision process decentralization from general headquarters to regional and local level. Nevertheless, we should not omit the fact that in case of war or in other exceptional circumstances (internal crisis of major public unrest or in cases when a large amount of population must be evacuated) when every component of National Defense, Security and Public Order System must be engage, the Romanian Army, especially through its’ Ground Forces, will be most probably in charge of the operations. We’ll present below the demilitarized structures’ sub-planning system, with some propositions that we consider useful both during peace and in situations that may engage the forces in unfamiliar actions, including together with Ground Forces.
