Governance By Conditionality, Network Governance Or Both?

Summary/Abstract: This paper aims at analysing the EU’s internal security strate- gy in the Western Balkans through an ‘external governance’ lens, differentiating between external governance by conditionality and network governance. It is argued that network governance has gained importance in the EU-Western Balkans relations, yet rather as a compliment than a replacement of the EU’s gover- nance by conditionality. In ensuring external influence, the EU has strongly relied on the leverage that has derived from the incentive of future membership. The EU’s conditionality approach was strengthened by using the incentive of visa liberal- isation to encourage comprehensive reforms in the justice and home affairs sector. In terms of network governance, the EU has sought on the one hand to foster the operational cooperation and networking between the EU and Western Balkans, and on the other hand to create regional cooperation structures and net- works within the region.
