Summary/Abstract: The paper presents the outcomes of EU legislation study related to the issue of public support for the development of non-agricultural entrepreneurship. The research was mainly focused on the regulations which enabled to utilize EU structural funds for SME development and which diversified the measures of financial support for this sector. Furthermore the author presents the potential economic effects of the public support for SME development under Rural Development Program 2007-2013. There were considered two different forms of this support, i.e. direct subsidies for enterprises and subsidies to communal investments. The purpose of the above approach was to answer the question whether the EU policy measures, designed for the support of SME, respected the specificity of rural areas and what were the effects of public money transfer to the private sector.
