Voivodeship contracts as an instrument of regional development with special emphasis of Podkarpackie voivodeship

Summary/Abstract: The voivodeship contract is not an efficient tool to plan the regional policy due to the fact that it merely defines the conditions for implementing the regional operational programme, not taking into consideration sectoral operational programmes implemented in individual voivodeships which is not conducive to the coordination of the regional development policy. The results of the studies performed by the author confirmed that the provincial contracts for Podkarpackie voivodeship did not significantly contribute to the increase in the concentration of public funds for regional development and did not create the firm procedures for multi-year planning of public expenditures in the region. The creation of such procedures was difficult due to public and legal budgets lasting one year which caused that the obligations included in the operational programmes for the region of Podkarpacie for the multiyear planning which is binding in the European Union were treated declaratively and conditionally. The EU funds were included in the contracts for information purposes and the task contracting procedures assumed the dominating position of the government administration.
