Summary/Abstract: The aim of the article is to present one of the methods of analysing potential threats to the sphere of human capital management in the state administration as a result of information threats. Conflict situations inspired by psychological and informational operations conducted by foreign intelligence or other institutions and organizations (including non-state ones) are a threat the scale of which is growing. The article focuses primarily on game theory and reflection game theory. Game theory is a scientific theory developed and widely used after the end of World War II. The theory of reflection games was developed in the 1960s in the Soviet Union. It enriched by enriching the classic game theory with psychological, cultural and sociological factors in modelling both conflict situations and situations of cooperation. In the prevention of conflict situations in the state administration, it is particularly important to be aware of the need to create reflection models.
