Summary/Abstract: Water is an essential element to life and development, the limited success of public policies that promote the sustainability of water resources in México, has taken society into a search for alternative solutions to access the vital liquid. This research proposes in a systematic way: first the causes that lead to the Mexican civil society to go for water resource governance, in a second section social actors that are the present governance: civil society and academia, international agencies and local government , identifying them in the case study of the Barranca de San Antón de Cuernavaca Morelos, in the third section the legal characteristics that exist for water resources; in a fourth section the success of global governance in our town through the implementation of BIOTROP, biofilter for wastewater reuse with case study agreement of the Mexican Institute of Water Technology and Industry Resources Center of Quebec , Canada, and finishes with the conclusions of the investigation.
