Summary/Abstract: The purpose of this study was to determine her by using diplomacy in inter-state balance policy own place, based to the reports were written by Mehmed Nuri Efendi who served as on ambassador in London between 1834-1836 and between 1836-1837/1839-1841 in Paris. In this context, in our study the reports outhored by Mehmed Nuri Efendi himself, chronical works and many sources have been used. Political, diplomatic and economic relations with England and France during the Ottoman Empire period explained via the reports sent by Mehmed Nuri Efendi. Thus, the diplomatic policy and the balance politics of the Ottoman Empire was possible to be monitored more closer.
