Summary/Abstract: From the 18th century onwards, Russia began to show itself as a political and military policy. Particularly due to Russia’s ideology of stroke in the Mediterranean, It became the common enemy of the Ottoman Empire and Iran. Trilateral alliance efforts between the Ottomans, Iran and France have begun. However, the Ottoman Empire did not take good care of these efforts. Because the Ottoman state does not trust France and Iran. When this is the case, Refi Efendi opened the gap between Iran and France, In May 1807, he was sent as an envoy to Iran to discuss the events between Iran and the Ottoman Empire. Refi Efendi returned to Istanbul in January 1808. In the meantime, he wrote two curses, which he had seen during his voyage and told about his activities in Iran.
