Summary/Abstract: A large part of the business and operations of the state in Turkey is carried out by people who are called civil servants. These include basic services that the state has to provide to citizens. For this reason, the situation of civil servants concerns the state, the society and also themselves in particular. In this research, it is aimed to reveal the current status of civil servants by considering the rights granted to them and the prohibitions imposed on them. In order to achieve this aim, the laws on civil servants were examined as the primary source of information. According to these laws, what the rights of civil servants are, what some of these rights mean in practice and how they should be understood, what the prohibitions imposed on the civil servants are and how the civil servants are affected by some prohibitions are addressed. Furthermore, it was also discussed that how much certain rights granted to civil servants need to be taken into account when choosing civil service. In this study it has been concluded that the rights granted to civil servants in Turkey are not sufficient in several respects, the bans on civil servants significantly limit them, but despite this reality civil service is still preferred for economic, historical and sociological reasons.
