Summary/Abstract: After the Armistice of Mudros, the Ottoman lands began to be occupied in almost every direction. Especially the seaside regions were the first places to be occupied. In this sense, the British, who landed soldiers in Samsun, kept two important cities in the Black Sea, such as Sinop and Giresun, under their supervision. The people who resisted against the occupations started the National Struggle under the leadership of Mustafa Kemal Pasha. He paid maximum attention to the fact that the mentioned cities were held by competent administrators. In this study, the problems faced by Mazhar Tevfik and Nizamettin Beys, who were in charge of the civil administration both in Sinop and Giresun, at the beginning of the National Struggle were discussed. The attitude of these two administrators was tried to be explained. In this sense, it was pointed out that Sinop Governor Mazhar Tevfik Bey wrote to both the Istanbul Government and Mustafa Kemal Pasha from his own pen. Nizamettin Bey's analysis was mainly done through the Ottoman Archive Sources. In addition, at the beginning of the National Struggle, it has been tried to show the important role of taking a stand against an administration that lasted for centuries, in gaining independence.
