Summary/Abstract: The Ottoman State had established the Constabulary during Tanzimat Reform Era in 1845 to provide public order and internal security. In 1846, it established the directorate (Zabtiye Müşirliği). In 1850, it tied police to the directorate. In 1879, it this directorate was transformed into a ministry, that was tasked with dealing with Istanbul and other provinces’ security affairs (until 1909). Constabulary organizations were also set up in other parts of the empire beyond Istanbul. This study set out to examine the chronological evolution of the Sivas Constabulary, including what factors influenced its development, and what impact the Vilâyât-i Sitte’s improvement had that between 1893 and 1908. This study moreover combs through information about the Sivas Constabulary in the province’s other districts and sub-districts. This includes the developmental process of constabulary in what are now the provinces of Amasya and Tokat. The researchers made drew from The Chairmanship of State Archives Ottoman Archive, Ottoman State Annuals and Sivas Province Annuals, as well as from other compilations about the topic.
