Summary/Abstract: In recent years in Bulgaria there has been a tendency of spontaneous changes in the Criminal Code and the Criminal Procedure Code, triggered by specific events that have received a wide public response. The report aims to present the long established in the Anglo-Saxon world concept of “penal populism”, the reasons for the occurrence of this phenomenon and to explore how relevant it is in Bulgaria.
