Summary/Abstract: Non-governmental organizations are voluntary organizations that have been established by helping state institutions in many areas such as social, cultural, social and economy, and spanning from a tradition to the present day. Some of the non-governmental organizations established in this direction are associations and foundations operating under the title of culture, art and tourism. While these organizations contribute to the social life of the region where they are established, especially by organizing cultural and artistic activities; It also provides economic benefits to the region with the organizations they make to stimulate tourism. There are a total of 84 non-governmental organizations operating in the field of culture, art and tourism in Samsun. 71% of these associations, which are not equally distributed in districts, operate in central districts. Especially in districts where natural and human attractiveness is quite high, it is noteworthy that there are very few or no associations on the subject. Lack of non-governmental organizations for these areas causes the people living in the district to be deprived of cultural and artistic activities and the district tourism is not promoted sufficiently. As a result of the survey applied to the executives of non-governmental organizations, it is understood that the activities of the existing non-governmental organizations during the year are not sufficient and effective. It is seen that the problems of non-governmental organizations mostly emerge as economic inadequacies and indifference of both institutions and the public.
