Summary/Abstract: The change and reform process in the administrative mentality that happens with the information age, revealed new regulations in order to strengthen communication and relationship with the citizen. This process required public relations activities, which aim to create and maintain a positive social climate for the local government organization. In this context, the aim of the study is to make evaluations about whether public relations implementations, which one of the important elements is participation, are successfully reflected in practice in a way that serves the public participation activities and supports their perception. In this study, field research methods were used. Eskişehir, one of the richest provinces in terms of local government tradition in Turkey, was preferred for the field research, and a questionnaire study consisting of 5 demographic questions and 20 proposals was applied on 400 fellow-townsmen residing in the city center. In the light of the research data, it was concluded that communication between administration and the public in Eskişehir is effectively enabled, public relations mechanisms can be used efficiently and proactively in the point of providing administrative interaction and participation, and accordingly, the local people have a high perception of participation.
