Summary/Abstract: Taking advantage of international environment in the aftermath of Gulf War, USA, Russia and some other Arap countries who wants to put an end to the problem in the Middle East, brought together the parties at Madrid Conference. Even if it did not bring out the expected results, Madrid Conference was important in the sense that it gathered parties around the same table who had not come together for a long time. Ensuing Oslo agreements shaped process which lasted up until now. In the Middle East peace process parties has not yet agreed on permanent status. Nonetheless, a status quo in the framework of Oslo II has been sustained in the region between September 1993-May 2020. Essence of a final solution in the framework of Oslo process predicates on building Palestine state institutions which will pave the way for a state structıre which can live side by side with state of Israel. In the study, it has been argued that Palestinian Security Forces (PASF) has been effective in providing public order and stability during period which this research covers. Basically, the study has tried to answer question of “What is the place of PASF in creation of security and public order in Palestine?” In the first chapter, the study explains historical development of PASF; in the second chapter the structure and functions of PASF has been analyzed; the third chapter discusses the security cooperation between Israel and Palestine; in the fourth chapter the study elaborates foreign aid. The study has reached the conclusion that PASF has attained a structure of operational and disciplened capacity in order to create public order and authority on the way to political solution. Nonetheless, public outrage caused by unlawful Israeli acts and recent developments bears risk of diverting current orientation towards different direction.
