Summary/Abstract: The years 70 of 19th century, were years when in European diplomacy, the most powerful statesman was the German chancellor Otto von Bismarck. After he achieved uniting the Germany, now he needs to keep it strongly and safely. Geographical position of Germany, bordered between the main continental powers such France – the old enemy, the Austro-Hungarian Empire and in the East the Tsarist Russia, has coerced him to take the security step of keeping balance between them, and this was the foundation of the League of the Three Emperors, between Germany, Russia and Austro-Hungarian. However, this league did not have the long life. Its weakness was the opposite interests of two members in Balkan: Russia and Austro-Hungarian, and this weakness has been showed during the insurrection of Bosnia in 1875, insurrection that showed another time that the Eastern Question has not been solved by the Great Powers. These events has put Bismarck in very difficult position and he tried to find solution between his allies. In this article we will see, how did Bismarck – according to Anglophone Historiography- find himself in this crises, and what was his role specially during the Congress of Berlin.
