Summary/Abstract: The International Court of Justice is the principal judicial organ of the United Nations. Its basic function is the peaceful resolution of the international disputes and the protection of the international rule of law. The recent Court practice shows that procedural questions arise in first place in the realization of that function. Answering these questions the Court does not satisfy the requirements for convincingness and noncontradiction of the judicial acts.
