Summary/Abstract: The Bulgarian Public Finance Statute treats relationships related to the creation and spending of social insurance and health insurance funds. The regulation of these relationships belongs to two different branches of law - Financial law and Social Insurance law. Bulgarian social insurance legal theorists are evading the problem of the clear and sharp delineation between the ambits of regulation of financial law and social insurance law. This lack of a clear borderline requires more conceptual reasoning on these issues.
