Summary/Abstract: In order to control the number of pilgrims entering Saudi Arabia, but also Mecca, the Saudi authorities have prescribed obligation of obtaining so-called hajj visas, i.e. special permits for its citizens, residents and foreigners residing there. These measures were introduced in order to ensure optimal standards and safety conditions for performing pilgrimage, as crowds, as a result of the increased number of pilgrims, significantly affect the quality of life, performance of the rituals, but also the organization of Hajj. These measures, on the other hand, have provoked various phenomena and practices, even negative ones, which, in turn, require religious responses. The text analyzes the responses of institutions and individuals on some aspects of these phenomena, which on concrete examples show the dilemmas faced by the Islamic scholars (ulema), i.e. how demanding it is to give decisive religious and legal answers to life phenomena and practices in which it is difficult to reconcile form and essence, or their legal and moral aspects. On the other hand, the ulema have a great responsibility to direct Muslims with their answers towards a valid understanding of Islamic teachings and regulations, but also to protect the fundamental, religious and moral teachings of Islam.
