Summary/Abstract: The Russian State Armament Programme (SAP) represents one of the top priorities of the federal government and of President Putin in particular. Even if the funds alloted for this ambitious program are significant, it is possible that the objectives of SAP will not be fully accomplished due to the inabillity of Military Industrial Complex to cantitatively, qualitatively and timely fulfill the provisions of annual State Defence Order, put forward by Russian Ministry of Defence.
