Summary/Abstract: The world has changed. This is a conclusion that you could find in any analysis, in every speech and in all the presentations that you could have in practically every decent relevant conference. But the dramatic evolution is not coming just as a change in environment, an evolution of different actors and a new architecture of the international arena, based on the new level of ambition and resources, first and foremost military ones, that states or non-state actors alike could have.
