Summary/Abstract: The article treats the theoretical, practical and general comparative legal structure of the problems related to the phases of the preparliamentary legislative process. The analysis is focused on the 1) research on the need for legislative regulation and the appearance of the idea that a future law is necessary; 2) planning; 3) formation of the concept of the future law; 4) legal drafting of the initial text of the bill; 5) impact assessment; 6) public consultations and coordination; 7) legal expertise; 8) legal drafting of the final text of the bill.
