Summary/Abstract: The differences between political, legal, market and social systems, along with stereotypes and tensions are putting pressure on cross-border areas unbalancing the cross-border regions. Therefore, in view of smart use of public and private funds, national or European, the governance of the cross-border (CBC) areas can be approached related to the networks of public and private actors. They bring together social systems based on similar or different values, partly dependent on the national level. This paper is part of a wider research aiming to analyse in a multidisciplinary frame the economic development poles from the Romanian border areas and to identify milestones for building a viable strategy in cross-border regions. A specific objective was to identify the relevant actors, which could be involved in building a development strategy for a cross-border region and their role in an institutional system. A result that meets this objective is a simple theoretical model for the institutional structure of actor networks which are involved in the elaboration of the strategy. The first part of the paper is describing this result, including a visual representation, recommended actions for national, regional and local levels, structure of a recommended working group, recommendations for an efficient cooperation for the development strategy of the CBC region (CBC-R) and premises for a good partnership. Further we propose a theoretical model of a roadmap for the communities along a border with decisional will for building a common development strategy of a CBC area.
