Legal Framework of Scientific Research and Innovation in Bulgaria

Summary/Abstract: The article deals with the matters relating to the establishment of bodies and the financial preconditions for scientific research and innovation in Bulgarian law system. The aim is to outline the institutional framework of coordination and predictable funding in Bulgaria as compared to the framework in other Member States. Among the most important problems nowadays is the one of how to enhance the competitiveness of entrepreneurship and to encourage the creation of high value-added products using research, development and innovation. This is impossible to achieve without the active participation of the state, which must establish new methods and procedures, programs and measures, as well as to create the conditions necessary for carrying out research and innovation.
