Summary/Abstract: Very important aspect for the formation of the Serbian national opposition is the constitutional system of the Federal Republic of Yugoslavia, which was finally accepted in 1974. From the legal point of view, many parts of the constitution are defined in a very confusing and unclear way, so therefore it lead to misunderstandings between different subjects of the Yugoslav federation. The change of the last constitution was very complex because it needed full support of all federation members but all of them had diff erent interests, points of view and different demands. Therefore the final consensus was very difficult. During the 80’s we can see strengthening of the republics and autonomies and weakening of the federal institutions. The republic and autonomies very often brought pressure on the federal institutions to reach their goals. Serbia met with very strong disagreement with the political system. The republic leadership tried to redefine common relationship with both autonomies and tried to limit their power. The republic of Serbia was constituted by autonomies and the decision which came from Prishtina or Novi Sad that could block the decision made at the republic level. During the 60’s and 70’s the national opposition in Serbia was formed. In the 80’s the national opposition is very strong; there are lot of documents which are against the weak position of Serbia in the federation, request redefinition of the relationship with the autonomies and the whole Yugoslavia. The most influential document presents Memorandum of Serbian academy of Science and Art, which was fi rst published in 1986. In 1987 Sloban Milošević gains the power. His radical turn toward the nationalism and separation from the conservative communists brought him extremely strong support from many Serbian inhabitants.
