Summary/Abstract: In crisis situations, there is a need to provide protection for large groups of civilians in special cases. The implementation of this goal is supported by projects defined as collective methods of protecting a population in the event of threats. These include, above all, evacuation and concealment in protective buildings. For these actions to be effective, they must take into account the needs of the whole society. A special group in this context are people with disabilities who, from the point of view of ensuring their safety in emergency situations, are in a particularly difficult position. The existing solutions related to providing collective protection seem to fail to take into account these people’s specific needs. The goal of the paper is to present the legal and organisational foundations applied in Poland for the collective protection of disabled people in an emergency, and to indicate possible deficits in this regard. The issues raised are of major resonance from the point of view of the constitutional guarantees of security for all the Polish nationals, of whom a significant group are people with various disabilities.
