Summary/Abstract: Inspired by the desires of the revolutionaries of 1848, the Law of Public Instruction was the first modern normative act in the field of education. This appeared in accordance with the need for economic development of the Romanian society. The final act included the basic principles, according to which education was organized: compulsory education for all children between 8 and 12 years old, equality, the unity of the program studied by students in rural and urban areas, free and secular education. At the same time, the law included the way of organizing primary, secondary and higher education, the procedure for enrolling teachers, the organization of private schools and those belonging to minorities.
